Betfair Historical data analysis

I'm looking for somebody who has experiences with Betfair and know how does it work! It's Important for understanding project. If you don't have experiences please don't answer this project, cause we both will save our time.
Task:
I need a program (or something else) which can find me how big was the change of odds during In-play.
I have .tar file where hundreds of matches are. In those matches I need to find in every single match odd, which jumped from value I had speciefied to bigest value before the end of the Match for one or the other team. It shows a graph in picture "EXAMPLE". I'm just looking for the lowest odd (In-play) WHICH has changed to higher value (for example from 1,1 to 1,5) before the end AT LEAST ONCE. Both values - lowest and highest I could set in program, so I could change values by my preferences.
The output could look like in "EXAMPLE 2" picture.
For better imagination see please 2 sheets in attached excel file where I tried to explain it.
Something like: In how many matches odd for one or other team rose from some value ( 1,05) to highest value (and what was this value before falling down again?) before the end of the match?
So the final output will look like:
From 100 matches in 66 the bigest jump was from 1,3 to 1,5 and Higher
From 100 matches in 23 the bigest jump was from 1,1 to 1,4 and higher
From 100 matches in 6 was the bigest jump from 1,06 to 1,3 and higher etc.
So I can see which odd is good to lay and how big profit to take.
Second requirment is the same but in opposite for football (only OVER markets). This task is not so necessery for me.
Game started, 1st goal was scored. Odd in Under 3,5 market jumped to highest value and then started to fall to some value before 2nd goal is scored. And I need the highest value and the lowest value, so I could figure it out which highest odd is good to BACK and then in which value best to LAY.
Third requirment is to ask program in How many matches I could LAY Both Players/teams for certain odd, lets say at odd 1,3?
It will look like This:
In how many matches from selected matches I could LAY Both players at odd 1,3? And program will show me all the matches where odd for both players of teams reached 1,3 value for laying AT LEAST ONCE.

Both teams reached odd 1,6 so I could both teams LAY at odd 1,6.

Only one team odd reached 1,5 value. So I CAN NOT LAY both at odd 1,5.
I think it will be fine see outputs in excel so I can analyze analyze them further as I wish.
Only MATCH ODDS (for tennis and cricket) and OVER MARKET is what I am looking for. So I am not interested in sets, BTTS, HOME WIN etc.
It would be good to finish it in couple days and my budget is 130€ maximum.
