Android simple indoor navigation

We need a simple indoor navigation app for Android that
1. Reading user position velocity and heading (user data) once per second (from Android)
2. Sending user data once per second to a server (configurable name)
3. receiving an image (map) file with its position - from the server
4. Display the last receiving image file
5. Displaying a user's marker in the correct place on the image (map)
6. Displaying a user's data, as numbers, in a corner
7. Get a location from a user touch, show on image and send it to a server
8. Continuously receive a route from the server and display it and update it on the image
9. Zooming and moving and rotating the image with all relevant data
10. Send zooming and moving and rotating statues to server
11. Show splash screen with provided image
12. During splash screen send the phone information – name screen dimension
13. The application is portrait mode only (no rotate)
14. Supply complete source code
15. Supply installable package file
16. Use lowest possible API level
