Custom VTuber Avatar & Setup for streaming

Budget: $30 – $250 CAD

I want to go live on TikTok and Twitch through OBS and TikTok Live Studio without ever showing my real face. The style I’m after is very close to Irby’s streams (see his demo: https://www.youtube.com/watch?v=lI-gcNmDTN0) where the mouth, facial expressions, and head tracking all look smooth and lifelike.

Here’s what matters to me:
• A realistic-looking female character
• Natural-sounding mouth movement while I speak
• Head motion and expressive facial tracking
• Seamless integration with OBS and TikTok Live Studio
• A workflow simple enough for someone new to VTubing

Because I’m still learning, I’m not sure whether a 2D or 3D model is better, which tracking pipeline to pick, or if I should lean on iPhone ARKit, webcam software, or another option. I’m looking for your professional recommendation on the entire stack plus the creation of the avatar itself.

Please outline:
1. Which route (2D vs. 3D) you feel best hits the realism and smoothness I want, and why.

However, I do not want a full-body character like the reference. Since this will be used for streaming, I only need an upper-body avatar (head, shoulders, and upper chest visible).
