3d printing & painting action figurines

I need help 3d printing & hand-painting a 5" tall figurine. See attached for a video of what the final product should look like. I will send 3d model .stl files once you confirm you are able to print & paint this item according to my specifications in the photo/video.

I am looking for the cheapest possible printing method (cheap material, hollow printing, etc), painting method & shipping method.
