Product designer Needed

Good Morning,
We are looking at creating a product that will be able to hold these:
Texwipe TX715 Sampling Polyester Cleanroom Swab (soscleanroom.com)
and be able to screw onto:

The swab itself will need a good deal of movement, and hopefully be able to rotate, with a locking mechanism of some sort.
Ideally we will be getting this printed out of metal, maybe a softer piece to be able to grip the swab better.
