Custom .bin File Creation for Ender 3 V2

I need a tailored .bin file for my Ender 3 V2 3D printer. This file will be based on the Experimental-Ender3V2-422-MM-LA-MPC-20250106.bin from MRiscoC's 2025 release on GitHub.
Key Modifications Needed:
- The XY speed limiters are to be completely removed, allowing the machine to be programmed up to 9999mm/min (167mm/sec).
- Enable the ability to use custom G-codes to override V4.2.2 board hard speed limiters without Klipper.
