Convert 2D Image to 3D STL

I need to convert a 2D image into a 3D file suitable for printing. The image depicts a decorative item, and I require the final 3D model in STL format. The intended size of the printed object is small, specifically less than 5 cm wide and proportionate height.

The printed object should fit onto a bolo tie clasp.

Key Requirements:

I will attach an image of the desired printed object and look for the dimensions of the bolo tie clasp including the screw holes.
