Resize and Scale 3D Model

I need assistance with resizing a 3D .stl file. ITs an exceptionally simple model that I need the ID of its central core changed, the width of its wing-like stabilizers changed, and threaded holes added for set screws. First I just need to get the exact dimensions of the model in the .stl file and then I can provide the new dimensions to revise it. I need about 4 variations to different specific dimensions. Also interested in someone reliable that I can call upon for other work.
