ps1 style character

I wanna make a ps1, puppet combo style game for me and my friends to play. I have concept art that I need a 3d model of for the "SackStalker" I suck at making people so if this can be done that would be AMAZING.

NOTE:
I know it looks like trash cause I draw with my mouse but hopefully the vision is understood. there is also a description for the "SackStalker" on the concept art itself...
