I need a 3D Modeler

I would like to design a container that can dispense ~13.2 grams of powder (for testing) from the bottom. It would be a cylindrical container with preferably a rotating wheel powder dispenser. I am imagining something like the dispensable cereal containers but with dimensions of LxWxH, ‎3.5 x 3.5 x 4.5 inches. The level would need to be on the outside of the container to keep the powder fresh and able to rotate and scoop the same amount of powder each time before dispensing through a small hole in the bottom of the container . The level would also have to close after each dispense to keep the powder fresh. The powder would be very fine without much difference among scoops. The container can close completely on the side that is not dispensing.
