I need a Minecraft Developer (Resource/Texture Packs Makers Specifically)

I am building a Minecraft world that will have the city of Rapture in the video games Bioshock 1 and 2. I am in need of someone to create a texture pack and/or resource pack for me containing the sounds from the game the textures and all the other things for the most up to date MC version. I have one that was made by Maxiig called rapturecraft and it's still available on PlanetMinecraft.com, but it is not up to date and is not compatible.
I am looking for something very similar that also incorporates art from Bioshock 2. A carbon copy with added content would also work.
