3D modelling from a 2D image

I am looking for someone to create a 3D model from a 2D image. There are no particular dimensions or measurements required and I'm open to suggestions from the freelancer, with the intended use being animation. The ideal format for the output should be STL, OBJ, or FBX. The freelancer should have experience in 3D modelling and be able to provide a high quality product.
