3D modeler for miniature wargame terrain

I am looking for a 3D modeler to create a modular terrain set. This terrain would be scaled in the 28mm size. I would like a 2 story building that can also be 2 seperate buildings to start. Potentially various terrain sets in this project dependent on the quality of the build.
