3d model and animation

Please see the reference videos attached herewith. Need something like this to be modelled and animated in a video with the same quality of graphics. No need for more realistic, looking like the reference videos is fine.
We will provide all the drawings, voice, and other data required for modelling and video making.
Any software used is fine as long as the output is similar. Budget is a considering factor for us.
