3d design for 3d printing from 2d graphic

I have an existing graphic similar to a coat of arms that I would like created in 3d as a belt buckle for 3d printing. Output should be high fidelity STL file. See attached file. The belt buckle should be approximately 3” X 4” (76mm X 102mm). The details of the rest of the buckle should be simple. Joemcd at Whidbey dot com
