3d cad design from scan data - A class surface modelling required

I am looking for an A class vehicle body surface designer to do reverese engineering. The Project is to take 2 scan data files in. clean them up, mate them together, The scans are of an inner and outer of a fibreglass part. We require a solid body model to be designed from the scan data, any software can be used for the design, the required file output is a perfect step or iges file which can be used to machine up tooling in order to manufacture the part. pictures attached of the described file. NDA will be required. Once perfect baseline model is created, some changes in order to perfect the model will be required on inpsection and checking
