Picture (jpeg) to 3D model (sculpture)

I need a 3D model of a picture (jpeg) to be turned into a sculpture for decoration. The level of detail required for the 3D model is low to medium-poly. The 3D model will be printed using either resin or fdm printer. Thus, take consider the 3D printing design limitations.
