Need an expert in Blender or any software similar to edit a few small things for us

We used photogrammetry (Taking lots of pictures) to create a 3D obj file of the 2 dresses. We need an expert in blender or any other software similar to fix the holes in the dress (Smooth them out) as well as remove the mannequin arms, neck, etc... so it looks perfect like a similar example (https://skfb.ly/6YKHT)
