Modeling 3D building from point cloud as close to reality as possible to integrate in Unreal Engine

We have a bunch of point clouds that we want to be remodeled in 3D with the best textures possible to what they look like in reality. The final result should be ready to be integrated into Unreal Engine.
The key to the remodeling from the point cloud is tied to the measurements of each building, being accurate is the key to a happy customer.
- Mastery of materials and textures for a realistic rendering
- Understand the concept of topology, UV Mapping, the number of polygons, memory, and limitations related to the environment of the gaming engine
- Keep the project optimal to maintain the fluidity of 60 frames per second on desktop and 90 frames per second for VR
- Understand the instantiation of 3D objects in the environment
- Uses of Blender, 3DS Max, Revit, or any other software that can draw from a point cloud
- Having the ability to create complex materials with blueprints in Unreal Engine is a plus.
