3D Model & Animations of Mythical Creature

I'm in need of a highly detailed, high poly 3D model of a mythical creature. This model is intended for use in the Ark Ascended Dev Kit, so it needs to be compatible with this platform. The job entails not just creating the model, but also developing all the necessary animations for the creature's in-game motion.
Key Requirements:
- Creation of a 3D model based on a provided reference image.
