Low Poly Model

I need help to create a low poly model of a blender project I have. It was created with a few lidar scans of a street that have already been pieced together. My knowledge of blender isn't great so would rather hire someone to do it. It needs to be lowest poly version whilst keeping some detail as I'm using it for some storyboarding.

Collada will be the final export format.
