2D-3D Human Image Conversion

I'm looking for a skilled professional who can successfully convert 2D images to 3D. The specifics are:
- The images I provide will be in JPEG format.
- The 3D conversion should be in STL format.
- The final 3D result will be used for designing human images.
Ideally, you should have proficient knowledge and solid experience in 3D modeling and image processing. A good hand in tools like 3D Studio Max, Blender or similar is needed. Experience in designing human figures in 3D is a massive plus.
