High-Detail STL from Image

I need an STL file created from an abstract design image for a wall panel. Size of the panel is 2000mm width x 3000mm height overall with each panels size being 2000mm wide x 750mm height. We want a close match.

Requirements:
- Convert high-detail abstract design to STL
- Suitable for relief work in interior design
- Previous work portfolio is a must
