Height map | 3D Mapping Experience | 2D map ---> 3D environment

Have 2D maps that need to be turned into 3D environments.
Blender is tool we have been used to using for the process such as :

However: we are open to you bringing new skills/software to the process to be as effective/efficient as possible.
We have a project we are looking to deploy and fulfill 1000+ maps over a period of time.
Our goal is to have a balance of quality : overhead balance.
We are hoping to find someone that has 10-30 hours a week available and is skilled at terrain mapping, and is able to understand what would look good with little feedback/input.
