Google Earth KMZ Model

We need a google earth model in four different colors. The model is a 140 foot, quarter circle outline of a radar pattern (footprint) for positioning a radar on a google earth satellite view. The quarter circle outline itself is to be a "rail" that is 1 foot wide and 2 feet tall. At the vertex is a 1 foot diameter post 20 feet tall. See the attached dimensional drawing. The inside of the quarter circle area is to be transparent (no fill) so that features of the google earth satellite image can be seen. The work should be two phases. First phase, create the basic model so that we can verify visibility when it is incorporated into a google earth view. The second phase involves generating the model in various colors and any necessary touch up for ease of use and visibility.
