Fashion Designer needed to turn a flat sketch into a 3D drawing (CAD)

I need a fashion designer to help me turn a flat sketch into a more detailed 3D drawing for the 1st Phase. If everything goes well, we will continue to collaborate for the next Phase (technical and textile information in order to make a prototype). I am looking for someone talented but on a budget. Please send along with the proposal some of your similar work if available.
The sketch is not professional, but it contains the information needed to get started and make an idea of the project.
