Custom Toony Fursuit Head Commission

I’m looking to commission a toony-style fursuit head for my character and I want it done right, with zero shortcuts or shady dealings. The one non-negotiable feature is a fun, silly tongue that really shows off the character’s personality. A movable jaw, follow-me eyes or LEDs could be discussed later, but only if they won’t push us beyond my limited budget.
