Create a 3D model of part of a shoe, based on photos and measurements, for 3D printing

I need a 3D model made of just the heel and sole of a shoe. I will provide extensive image reference and photos; a selection of them are attached to this job post. I have no preference as to the software used, though the model must be suitable for 3D printing.

The purpose is as part of a costume. The shoe has been discontinued and we need to match some existing shoes.
