Create 3D design file from 3D scanned stl file

I am looking for a skilled 3D designer who can create a 3D design file from a 3D scanned STL file. The intended use of the design file is for 3D printing, and I require exact dimensions to be followed. The final file format I prefer is a STEP file. The ideal candidate for this job should have experience with 3D design and be proficient in creating designs for 3D printing. Additionally, knowledge of CAD software and expertise in working with scanned files is preferred.
