Create 3D Model from Scan Data

Hello i have a scan data of 2 items that need 'cleaning up' in order to be able to be machined for solid or 3D printed.
attached are some pictures of the scan data & pictures of the part created.
the files i have the scan data in are
.OBJ
.PLY
.STL
the requirement is for the files back in a STL or solidworks 2017 part that is able to be 3d printed or machined from solid.
- all surfaces cleaned and smoothed.
- same size as the scan data.
I have many pictures of the original part so can support with that.
