Create High Poly from Low Poly. Fix Complex Model for 3d Printing

I have a 3D Model of a castle that was purchased from here:

I have no experience editing files so my understanding of the problems are not perfect. I already hired one expert on Freelancer. After 2 weeks, he says the job is too complex and he couldn't complete it. This same person performed other projects for me with no problems.

I'm able to cut up some of the model myself in PrusaSlicer. And some parts print fine. But others parts have problems printing. The castle is not well prepared for 3D printing for the following reasons from my limited understanding:

1. There are many disconnected pieces that leave holes in the 3d print (non manifold?)
2. It is low poly - this is OK for most areas except the round towers and round roofs - they print with many edges. These need to be perfectly rounded for the final model. See included images.
3. The roof parts need to have the correct roof texture for printing. On the OBJ file, everything is flat. See included images.
4. The brick parts shown on the model need to have a brick texture outline. All parts print flat from the included OBJ file. See included images.
5. The file size of this castle becomes enormous when converting to high poly - this is according to my first person hired on Freelancer. He says Blender just hangs trying to export a high poly version or even when cutting up the model into smaller pieces.
6. There are some small details of the model that can be removed. I will detail this to the final bidder.

The final castle needs to be 3D printed in HO scale with maximum final height at 66.2cm. Since the print will be so large, we need to cut up the final model into many printable pieces that will be glued together - this should make it much easier to deal with filesize problems. I envision 40-50 final pieces - all small and manageable.
