Create 3d File for use at Sulpto or similar from a pdf or jpg existing drawing

I am looking to create a 3D file for use at Sulpto or similar from an existing pdf or jpg drawing. The 3D file type should be an STL file in order to create a 3D model with high detail for close-up renders. I have precise measurements that must be taken into account, so I need a freelancer with excellent attention to detail. The 3D model needs to be of a high enough resolution to enable 3D printing.
