Clean up and convert 2D .dxf files to 3D Step files for small chassis. and top. (10" x 6")

Need help cleaning up my 2D CAD files created in PunchViaCad and converting them to 3D files with the Step extension. The objective it to be able to have Sheet Metal builders use the step files.
I do have .dxf files now. And I haven't time to learn 3D. :-)
