Civil 3D - Infrastructure BIM Modeling

I'm looking for a skilled Civil 3D specialist to create a BIM model for an existing construction drawings at small scale, with an emphasis on the infrastructure. All the construction drawings are in 2D formats.
What we need:
- Paving (Alignments and Corridors)
- Pipe Networks (Sanitary)
- Earthwork
- Topography (in BIM, we have the raw data)

The model will need to meet the standards of the industry and be of high quality. The person chosen for the project should have a good knowledge of related software, support for 3D modeling, visualization, and simulation, as well as experience in organizing and managing datasets for other personnel in the organization, such as Civil Engineers; and also it is also required the IFC.

The model should include multiple elements of infrastructure, such as streets, curbs, sidewalks, utilities, landscaping & other features, as well as any details of structures or existing features. The model should be of exceptional accuracy, and the information used within it should be prepared in accordance with the highest standards.

At the end of the project, the model should accurately represent all the infrastructure elements in the area chosen and provide detailed information about each one. The model should be transferable to several formats for easy sharing and use with other programs if necessary.
