Cartoonish 3D Character Animation Creation

I have a fantasy creature character that I've designed in 2D and I'd like to transform it into a 3D model. The animation style should be cartoonish (can provide references). After the character is deisgned in 3D i want to place him in an environment like the attached image (Background_Location.jpg) and create a loop video of the character walking around with his cellphone or even smoking a cigarette.
