3D CHARACTOR needed please

I am in need of a 3D character to complete a project. It will be used for animation purposes and I am looking for a cartoonish style. While I have a general idea of how I would like the character to look as she is already a wellknown character, I am open to the artist's interpretation. this character also arms and mouth needs to be in sync with me while streaming (hope this makes sense) If you think you have the skills to design this character and give it the personality to truly bring it to life, I would love to work with you!
