CAD design and 3D printing

I am looking for someone to help with a project that involves CAD design and 3D printing. This project has a specific purpose: to create customized products. I would like the 3D printing to be done using hard rubber materials, though I do not have a specific software in mind for the CAD design. I am open to any suggestions that the freelancer may have for a suitable software package. The object is a 2 paint rollers with the same pattern on. One paint roller is smaller than the other.
