Build a 3D Model of Character

We are looking to create a 3D model of our orange stick figure, our goal is to have the line of characters turn into action figures, as of now we are focusing on the orange character. We need a 3D model, we do not have exact measurements. We have multiple factories in China that will produce the action figure, we need to have better images for their reference.
