Blender Model Cleanup and Duplication

I have a LiDAR scan of a mannequin head that needs some TLC in Blender. I need the scan cleaned up and then the model multiplied for further use. I'm looking for someone with strong modeling skills and experience with Blender, particularly with cleaning and duplicating scans.
