BOQ Development for Loft Renovation

I am in need of a professional who can create a Bill of Quantities (BOQ) for the structural work of my new loft. I have handmade sketches by my professional designer, which can be used as a reference.
I need it ASAP cause the Italian builder refuse to move forward without it.
3D modelling in sketch-up will be great bonus!
