ARCGIS or QGIS INTERACTIVE ELECTION MAP REQUIRED

I need a smart Developer that can create an interactive map for me to be used for monitoring elections and capturing elections results fir a community. The map is exoected to be dynamic, animated and can reflect changes made through data entry. I should click on an area and get data displayed. I should be make to group areas or group data and sort map or show map based on inputs.

The map should display areas where voting has commenced for instance and where they have not. it should be able to show where results are being counted and where counting hasn't started (status), etc It should basically be able to reflect activities happening in that community.

This map should be one that can be integrated with 3rd party apps as well. I welcome experts in QGIS, GIS, OR ARCGIS or better mapping software to make my election map really good.

Animated maps and related tools to make the experience great would be appreciated.
