Property flooded by neighbour

A builder bought two lots, one to the right of ours and one to the left. He brought in truckloads of landfill to raise a large section of the abutting lots to be @height of the road, but has not dealt with re-directing the water to the ditch, or other means of dealing with water from his lots. A large section of our property is now flooded (@2 ' - 3' of water for approx. 200' x 70'). We need an engineer to determine the source of all of the water and to design the necessary grading, ditch, culverts, dry well? etc. to deal with the landlocked water.
