Design Flexible Waterproof Electronic Tube

I'm looking for a design of a flexible plastic or rubber tube with an outer diameter of 9mm. The tube needs to house a communication device and should be water-resistant, similar to an Apple Pencil.
Key requirements:
- Outer diameter of 9mm
- Material: Combination of plastic and rubber
- Flexible design
- Ability to seal and protect a communication device from water
Ideal skills and experience:
