Cartoon-Accurate Psycho Warrior Action Figure

I'm looking for a skilled designer to create an action figure of the a Psycho Warrior from the Flashgitz cartoon Space King. The design must be as accurate to the cartoon as possible while being functional/playable

Key Requirements:
- The figure should include detailed armor and weapons.
- The design must closely match the cartoon style and character details.
- Add as much play ability to the joints while keeping accurate to source material

Ideal Skills and Experience:
- Experience in action figure design
- Strong understanding of cartoon character translation to 3D models
- Proficiency in sculpting and detailing armor and weapons
- Ability for model and joints to be functional when 3D printed
