Convert DXF/PDF to .STP File

I need a .stp file created from the provided .dxf and .pdf files. Since the bending angles are not on the .dxf file, please use the ones from the .pdf. The .stp file will be used for manufacturing of the steel figure, specifically for sheet metal fabrication. The thickness of the stainless steel sheet will be 2mm.
