Simple Angel "pop up" Halo Costume Accessory Design

I'm seeking a local U.S.-based designer to create a simplified angel halo design for a costume accessory. This is for a 10-year-old child performing a dance, where half-way through the dance, her halo must pop up from being ON her head (like a circular headband) to become a halo over her head. There is no need to decorate. Just a simple wire or plastic and wire band will work.
Key Requirements:
- The design should be lightweight yet durable, using a suitable material (open to suggestions, but considering metal or plastic).
- It needs to feature a straightforward pop-up mechanism that's activated via a wireless remote control.
- Durability is important, but the primary focus should be on ensuring the halo is easy to use.
- The design should be functional as well as elegant, so creativity is highly valued.
