Interactive 3D animation for petrol pump

Need an interactive 3D animation with voiceover for explaining the components of a petrol pump as shown in the attached video.The interactive animation willl probably be of the same petrol pump. Finally need a scorm package to be delivered. Any software can be used. We will provide the voiceover, drawings for you to do modelling, and other instructions/data you need.
