Industrial 3D Modeling from Point Clouds

I'm looking for an expert in point cloud processing, specifically Leica BLK360 point clouds, to assist in processing a point cloud for us. We have taken the scans internally with low lighting, and are having trouble linking the scan together.
Key Requirements:
- High accuracy is essential.
- Proficiency in point cloud processing software (e.g., Autodesk ReCap, CloudCompare).
- Previous experience is a must.
