Enhance existing 3D model, Add Rigging Armature, and Animation

I have an existing 3D model that needs new characteristics, armature rigging, and animation. The existing model looks like a mouse. I would like to add wings to it, enlarge the eyes, and add spikes to its back to make it look like a fairy. I will need the character animated by having it fly around (wings moving) looking curiously at the camera and waving.

I will provide the files of the existing model for you to work from.

Any software can be used to create the project (Preferably Blender). At the end I will need an fbx file of the project to implement into our system.
