3D Cinematic/Animation, 3D Effects, lighting

Hi, I am making a robotic game, and I need a cinematic scene for 1 minute 30 seconds, lighting for a room, and 3D effects for the scenario. I am looking for someone to create a cinematic scene with 6 characters in a digital room, creating good lighting for the room before the cinematic. I want 3D effects like thunderbolts (white, yellow, purple, blue), screen sizzle, and neon effects (purple). These effects will be applied to characters (electric sparks, skills). The rigging of the characters is done, and the scenario includes fights with swords and punches. I'm aware that my budget is low, and I apologize for that. Even though I expect a good job, I don't think I can pay too much.and at the end of these I want a rendered video, and the blender file..I prefer things like fighting animations in their portfolio or those who can do these things well, thank you and have a nice day.
